The Kosovo Energy Efficiency Fund (KEEF) announces that tomorrow, June 14, 2024, the waiting list for applicants who expressed interest last year in benefiting from subsidies for investments in implementing energy efficiency measures in individual houses will begin to be reviewed.

The initial call to benefit from the subsidy provided by the European Union and the Government of the Republic of Kosovo was active from August 8, 2023 to September 25, 2023. The conditions outlined in the call, specifically point 2.1 “Application without Energy Audit Report”, stipulate that

If the applicant, for any reason, has not found a certified energy auditor to conduct the simplified energy audit (walk-through audit), their application will be placed on a waiting list, while further consideration will be given if the following two conditions are met:

  • The budget allocated for the call has not been exhausted yet; and
  • The contracting of Energy Auditors is done by KEEF.

Therefore, in order to meet this requirement of the call, KEEF invites all applicants on the waiting list, approximately 1,000 in total, to inform KEEF if they are still interested in benefiting from the subsidy for Energy Efficiency Measures (EEM) implementation.

We remind all interested parties that the criteria required to qualify for the subsidy are as follows:

  • The house must be habitable for at least 21 out of the last 24 months (as a baseline criterion), and have an electricity consumption of at least 250 kWh per month;
  • Additionally, at least one of the following criteria must be met:
  1. a) the house lacks thermal insulation or does not meet the minimum technical requirements (external wall insulation thickness is less than 8 cm, roof insulation less than 10 cm, and inefficient doors and windows); or
  2. b) the house is partially insulated, however, one or more of the measures under point a) do not meet the minimum requirements.

Based on MESPI Regulation No. 04/18 on Minimum Requirements for the Energy Performance of Buildings, thermal insulation of external walls remains a mandatory criterion in all cases. This means that if an applicant does not invest in thermal insulation, other measures will not be approved.

To ensure a quick, efficient, and transparent process, we would like to inform all applicants on the waiting list to check their emails where, on June 14, 2024, they will receive a notification and a request to express their interest in continuing with the process. At the same time, please note that the absence of any requested information in the email will result in disqualification of the application for further processing.

KEEF is waiting for confirmation from all applicants on the waiting list from Friday, June 14, 2024, until Sunday, June 23, 2024.
