The Kosovo Energy Efficiency Fund (KEEF) announces the opportunity to engage as Certified Energy Auditors for the purpose of implementing the “Implementation of Energy Efficiency Measures in the Private Sector – Individual Houses” Emergency Project.
This project, supported by the European Union through the IPA program – Energy Support Package provided by the Government of the Republic of Kosovo, aims to increase energy savings and improve the well-being of individual households. The project will be implemented by KEEF and will be co-funded by selected beneficiaries/owners of individual houses through an upcoming application process.
KEEF invites all certified energy auditors to express their interest in becoming part of the project by providing professional services to citizens who will be applying for financial support (grant) to invest in energy efficiency measures.
The role of the Certified Energy Auditor in this project is to conduct a Walk-through Energy Audit of the houses for each applicant, in order to analyze the current state of the house, verify and confirm the necessary measures to be implemented according to the technical requirements set by KEEF. This process is carried out for houses that are the subject of the grant application for the implementation of energy efficiency measures in individually owned buildings. The auditor will be engaged by the applicant themselves, specifically by the homeowner who will apply for a grant from KEEF. The auditor will compile a report according to the format specified by KEEF (the format attached to the KEEF website), which is a key condition for the submission and evaluation of the application. In addition to confirming that the house meets the requirements for the grant, the report must include the recommended and agreed-upon measures with the applicant, as well as the Bill of Quantities for the house for which the grant is applied.
Once you have expressed your interest in engaging as an auditor in the KEEF project, the list of energy auditors will be updated and published on the KEEF website (www.fkee-ks.net). This list will be accessible to citizens who may contact you for professional energy audit services in their individual homes. It is important to note that the report prepared by the auditor in the specified format is a requirement to proceed with grant applications in the KEEF project.
For the service provided to the applicant by the certified energy auditor, KEEF will determine a fixed fee, which will be refunded to the applicant at the end of the project once the grant is disbursed. Regardless of the amount paid by the applicant to the auditor when hiring them independently, the fee to be reimbursed by KEEF is fixed and the same for all applicants.
Upon request from a potential beneficiary, the Energy Auditor can provide support during the pre-application phase for grants/subsidies, as well as throughout the application and/or project implementation process. The relationship between the beneficiary and the auditor is based on independent will, separate from the influence and responsibilities of KEEF.
Auditors who express their interest in being included in the energy auditors list for projects implemented by KEEF will be invited to a detailed technical level presentation.

KEEF urges all registered auditors to be cautious when preparing reports, calculating material quantities, and to avoid breaching professional ethics during home valuations and the measures set by KEEF. Any report that contains inaccurate data or approves cases that do not meet the established criteria will be considered as attempted fraud. In these instances, KEEF will permanently remove irresponsible auditors from its list and report them to the Ministry of Economy.
