The Kosovo Energy Efficiency Fund (KEEF) is launching a public call to subsidize energy efficiency measures in the residential sector – individual houses for the second consecutive year. With a budget of 5 million euros provided by the European Union through the Government of the Republic of Kosovo, citizens will be able to benefit from a 45% subsidy on the investment amount for measures such as insulation of external walls, roof insulation, and replacement of external windows and doors. Additionally, a 5% bonus is available for cases where the house is jointly owned by a couple or owned by a woman. However, in both cases, the subsidy amount cannot exceed 5,500 euros.
The first public call, which opened in August of last year, has shown that implementing energy efficiency measures in the homes of beneficiaries has led to savings on energy and other materials used for heating, as well as increased comfort for citizens in their homes. The investment made by citizens in these measures, in addition to being subsidized by KEEF, is an investment that can be recouped through these savings.
To facilitate the application process when the second call opens, it is important for citizens to ensure that they have a valid ID card from the Republic of Kosovo and an account on the e-Kosova platform, as well as completing the second level verification. Furthermore, every citizen applying for the subsidy must be a payer of the electricity bill.
The application process consists of several steps that applicants must carefully follow in order to successfully complete it:
- Open an account on e-Kosova;
- Verify energy consumption through this platform;
- If they meet the energy consumption criteria, they should hire an energy auditor who will prepare a simplified audit report;
- After receiving the simplified audit report, they can begin the application on e-Kosova, filling out all the fields and uploading the audit report.
In addition to the public call being an official document, KEEF will also publish detailed guidelines on the application process to provide additional assistance for all interested parties looking to benefit from this opportunity. Additionally, KEEF staff at the regional office in North Mitrovica and the central office in Pristina are ready to provide information on the application process to all citizens.
After submitting their applications, the verification commission will evaluate the applications. Once reviewed, KEEF will send the applicants a “Pre-approval Letter” containing all the necessary details, serving as evidence to begin the works. It is crucial for citizens not to start any work before receiving and signing this document, as doing so may result in losing the opportunity for a subsidy.
Companies hired by citizens to perform the works must be registered and provide regular invoices to the citizens with detailed information about the works, whereas all payments must be made through the bank, with bank transaction records serving as proof.
After completing the works, the citizen must inform KEEF by sending all the documents requested in the public call. KEEF will then dispatch a verification company to confirm that the works have been completed according to the criteria specified in the public call before disbursing the subsidized amount.
The deadline for completing the works and submitting the disbursement request is by December 31, 2024. Citizens will be notified soon about the opening date of the call.
