We are pleased to announce that the KEEF Board of Directors has approved a project for the application of emergency energy efficiency measures in the residential sector – individual residential houses. This project aims to support household consumers by increasing energy efficiency in individual houses. It is funded by the European Union Emergency Package funds, provided through the Government of the Republic of Kosovo under the IPA III Financing Agreement.

As a new program, in accordance with Article 35 (1) of Law No. 06/079 on Energy Efficiency, following initial approval by the Board, the necessary consents have also been obtained from the responsible ministries (Ministry of Economy, Ministry of Finance, Labor, and Transfers).

The project involves subsidizing the cost of implementing selected energy efficiency measures in privately owned residential houses. These measures include external insulation of the house, replacement of windows, entrance doors and drainage insulation, in accordance with the minimum standards and criteria set by the KEEF.

The list of subsidized measures for each applicant will need to be confirmed by relevant specialists (energy auditors). The subsidy, or reimbursement of the measure implementation cost, is limited to a maximum of 45%, or up to 5,500 euros as the upper limit for individual beneficiaries – households, intended only for private/family housing. However, each application will be processed individually by the relevant commission when the process is opened. The commission will determine and notify the maximum subsidy amount for each case separately through an official pre-approval notification issued by KEEF. Therefore, this data is generalized at the project level. Further details will be determined and published in due time.

The budget for this measure will be 10 million euros, and it is expected that over 1,600 families will benefit at different stages during the project implementation period.

The purpose of this announcement is to inform all citizens of this opportunity so they can consider it in their plans. This will be the first time that an institution of the Republic of Kosovo will implement such a measure in Kosovo, marking the beginning of the implementation of measures in the residential sector, following the start of the implementation of the project for municipal multi-residential social housing facilities.

The Board of Directors of KEEF expresses gratitude to the European Union for providing funds and support, as well as to the Government of Kosovo for their trust and support in implementing these measures.
